The UNITED CONTRACTORS ASSOCIATION is determined to use any legal means necessary to hold advertisers accountable for content they publish when it is in violation of California Law.
The Business and Profession Code is clear on the responsibility of not only the person advertising, but also the publisher who ‘allows or permits’ illegal ads to be made public in print or electronic.
B&P Code 7027.1. (a)
It is a misdemeanor for any person to advertise for construction or work of improvement covered by this chapter unless that person holds a valid license under this chapter in the classification so advertised.

“Advertise,” as used in this section, includes, but is not limited to, the issuance of any card, sign, or device to any person, the causing, permitting, or allowing of any sign or marking on or in any building or structure or business vehicle or in any newspaper, magazine, or by airwave or any electronic transmission, or in any directory under a listing for construction or work of improvement covered by this chapter, for the direct or indirect purpose of performing or offering to perform services that require a contractor’s license.
Phone books (yellow pages), newspapers, local circulars and mailers have become the medium of choice by unlicensed operators, handymen and business license holders to solicit consumers for home improvement services that are valued at over $500.00. Publishers place themselves above the law for profit, and have created a ‘status quo’ that has gone unchallenged in our court system, in effect, helping the underground economy to grow at the expense of Licensed California Contractors who advertise legally and are forced to compete unfairly for business. Misleading advertising is against the law.
The UCA is a Not for Profit Association, and has retained the Evers Law Group as legal council with the intention of filing suit against publishers who routinely circumvent the law to attract advertisers that do not conform to B&P codes law. For this purpose, we need every able bodied Licensed Contractor to become a member of the UCA. And secondly, support this suit by writing a check payable to: The United Contractor Association separate from the member dues for our legal defense fund and send it along with the completed “CONTRACTORS STAND SURVEY” to:
